TJ Bliss is a Program Officer in the Education Program at the William and Flora Hewlett Foundation. In this role, he oversees grant-making to expand the reach and efficacy of Open Educational Resources (OER). Since 2002, the Hewlett Foundation has worked with OER grantees to improve education globally by making high-quality academic materials openly available on the Internet. The Education Program at Hewlett continues to work toward establishing a self-sustaining and adaptive global OER ecosystem and demonstrating its potential to improve teaching and learning.
TJ has a Ph.D. in Educational Inquiry, Measurement, and Evaluation from Brigham Young University. His research there was focused on applying measurement and psychometric methodologies to develop a model of digital textbook quality, especially open textbooks. Previously, he was a member of the Open Education Group, a research team focused on understanding the impacts of OER at all educational levels. He was also an OER Policy Fellow at the International Association for K-12 Online Learning (iNACOL), where he conducted research on state education policies friendly to OER. Most recently, TJ was the Director of Assessment and Accountability at the State Department of Education in Idaho. In this role, he served as the delegate for the State Superintendent of Public Instruction to the Smarter Balanced Assessment Consortium, a group of states working together to develop a next-generation assessment system to measure student achievement of deeper learning skills.
TJ was born and raised in Spanish Fork, Utah. He is an active and devoted member of The Church of Jesus Christ of Latter-day Saints (Mormon) and served a two-year mission for the Church in Moscow, Russia from 2001-2003. TJ is an occasional musician and has been known to play a number of instruments, including the cello, piano, bass guitar, vocal chords, and pipe organ.
